Outsourcing

There have been a lot or arguments lately about whether the military is big enough or not, and whether the fighting force here in Iraq should be increased or decreased. I think many of the articles are missing the point though, especially the ones calling for a larger military (leave aside the point that, with decreasing enlistment numbers, dramatically increasing the size of the military would be cost prohibitive). There is no doubt that we need more “fighters,” the security forces and the guys out seeking out the enemy- the Special Forces, Field Artillery guys, Stryker teams and others. But, in my opinion, there is also no doubt that we don’t need more support soldiers. Soldiers like me.

In a traditional war you would have the support guys, the maintenance units and others, following the first wave and occasionally taking fire. This is how it was in the initial invasion. The problem now is that the traditional part of this war is over and has been for quite some time. We should be replaced by civilians and freed up to do the tasks that can’t be done by civilians. Because of the inherent bureaucracy of a monopolistic entity, the military in this case, it is simply not possible for us to be as efficient across the board as a private company would be. The military, by necessity, has leaders whose primary focus is to supervise not only the work but also all of the military tasks. We’re middle management heavy. And, it’s extremely difficult for the military to move support people around to where they’re needed. If a private company was brought in, they would be much flatter- more workers, less managers- and would be able to be more efficient in their work.

If, for example, there aren’t a lot of night vision goggles coming in for the next few months (and this can be determined to a large extent by the number of units and inspection requirement dates), then a few of the night vision guys can be flown to Baghdad, for example, where they may be needed. So now, instead of having ten night vision guys here and ten in Baghdad, you only need ten total. You pay them more than you pay the military, but you’re eliminating the overhead and on the whole, you’re saving money. Even more importantly, the military can then take twenty night vision soldiers and turn some of them into war fighters and send some of them home. The private company will have more accountability, since they can actually fire and reassign workers, and more mobility. I believe that this replacement is possible on a large scale throughout this country.

It’s not just with maintenance units, it can be done for a host of other tasks. The goal should be, in as many situations as possible, for the military to be freed up to do security and war fighting. The military should primarily be used for tasks that no one but the military can effectively perform. If a private company can effectively transport goods, or perform maintenance, or engineering, then they should be the ones to do it. On a macro level, this would be the way to increase the military’s reach without increasing its size. It would also allow the military to give longer breaks between deployments, which would eventually lead to more enlistments and reenlistments.

hey steve this is Todd. I havent wrote you inawhile. How are things going over there? A HAPPY MEMORIAL DAY TO ALL OF THE SOLDIERS SERVING ALL OVER THE WORLD. I went to the Indy 500 this weekend and it was awesone. They had a bunch of military stuff there. They did the flyby with a F2 Stealth Bomber and had every branch of the miilitary circle the track, the place was applauding for 25 mins at least. Hope all is safe. Come back soon.

The military probably has too much senior management, too. Parkinson's Law says work expands to fit the time allotted. Parkinson at one point studied the British Navy and found out it had more admirals after WW I when the number of sailors and ships decreased significantly.

I think the US military has kept the traditon going with too many flag officers and field grade officers. I have seen what you have seen.

DOD is now going through its quadrennial defense review( budget, force structure, etc)which could result in fewer managers( ie officers). More people like you on Active Duty will need to speak up.

By the way, the civilian firm that can now fill the management role is probably Halliburton. It is a whipping boy for the US news media. It's PR value is very low. The firm is trying to sell its division that works overseas with the military. I wonder if you think this firm is doing a great job.

My wife and I visited Arlington Cemetery this Memorial Day. It was jampacked with people of all ages. You will find a vist next year as very poignant.

I agree that something should be done. I've been told, from Marines anyway, that if they bring their own night vision goggles that they will be taken away from them and given to someone who "needs" them. Therefore, they are having to use old ones that frequently need preparing. If necessary, this would be understandable... But they say there are stockpiles of nightvision goggles in the states.

I agree that a civilian corporation could take care of these and we could make better use of our military... BUT the media will start yelling their beloved slogan, "It's Bush's fault!" because... Halliburton got the job.

Seems logical to me... though i think the very real possibility of "losing your head" is a strong deterrent to would-be civilian workers. :-(

It might wind up more expensive to outsource. You'd have to arrange for contract tenders to be published and decided upon, which is a time-consuming and expensive business. Then you'd have to pay civilian employees danger money to come to Iraq. Then you'd have to arrange for their protection once they were over here. Given the amount of money this war has cost I'm all for saving bucks, but this might not be the way to go.

I think the US needs to consider a Foreign Legion-type unit(s). Citizenship after their enlistments etc. C'mon, if the French can get people to enlist in theirs, we should be able to too...

Don't forget the Peter Principle: People get promoted until they reach a job level they can't handle -- their level of incompetence. Thus, all managerial jobs/officer ranks fill up with people who can't do their jobs. Eventually, the organization dies from the head down because of this.

So what the Armed Forces need are more demotions. If you don't get a promotion in X months or years, you are automatically and permanently demoted one rank, back to the last job you were actually competent at.
